Wrongfully convicted former Lowell resident gets $13M settlement LOWELL — Victor Rosario can finally move on.Rosario, 65, a former Lowell resident who spent 32 years in prison after he was wrongfully convicted of starting a fire that killed eight people, will receive a $13 million settlement from the city.The Lowell City Council voted to settle the civil rights lawsuit Rosario brought against the city just two weeks before the case was set to be heard in federal court.Rosario’s attorney, Mark Loevy-Reyes, said the settlement brings a conclusion to all of the case’s proceedings.“I feel free,” Rosario said on Wednesday. “I feel like justice has been done. I feel like now I can take care of my family.”Rosario was 24 years old when he was convicted of starting the fire on Decatur Street in Lowell in 1982. Police searching for man accused of spying on woman in clothing store change room Toronto police are looking for a suspect accused of spying on a woman in a change room in Toronto’s west end.Officers responded to a clothing store in the area of Bloor Street West and Dufferin Street around 6:30 p.m. on April 28.A woman went inside a change room at the store to try on clothes when she allegedly noticed a man holding a cell phone under the change room door. The victim opened the door to confront the suspect but he fled the store.Police have released photos of the suspect and are appealing to the public in hopes of identifying him.He is described as five-feet-10 inches tall, with a medium build, black hair and clean shaven face.
